The U.S. Department of Defense issued it's report on Fiscal Year 2014, and says U.S. government spending for defense purposes is expected to decline, the department announced on Monday.

According to the report, defense spending will fall 28 percent from FY 2015 to 2019, which followed a significant rise in defense spending by over 65 percent between FY 2000 and FY 2010. Cuts can be traced back to sequestration, which went into effect in March 2014, and mandated spending cuts for both defense and non-defense government programs from FY 2013 to FY 2021. The Defense Department saw a $454 billion cut during this period.

The U.S. government has been operating under a continuing long-term resolution while lawmakers on Capitol Hill debate over where to allocate funds. Spending on defense, which includes contracts with private entities for military equipment, has been scrutinized for its comparatively large cost.

Several security and defense entities have voiced opposition to severe spending cuts, saying less funds would make it harder to provide the services and products required. Pentagon officials warned troops and other defense personnel will have to work without pay if lawmakers are unable to reach a budget agreement.
